Agreed, linked servers feature only supported on full SQL and MI https://docs.microsoft.com/en-us/sql/relational-databases/linked-servers/linked-servers-database-engine?view=sql-server-ver15

Application code references database tables using a combination of the server, database, and table name>> Azure DB cannot do this. You need to migrate the application data to Azure. >> Stretched DB is to stretch the DB from on-prem to Azure. The objective is to move entirely to Azure.

I think based on "Application code references database tables using a combination of the server, database, and table name" no change in code as the code references database in combination. So answer is D and A
