Intune is a Microsoft 365 service and the contractors do NOT have access. CMAK is a configuration file to help assist the contractor.

I have no doubt it is D. The distribution process is way more effective with Intune. I agree that it should be CMAK since it produces a configuration file but I am not sure whether it is supported since Windows 10 is not stated here: https://docs.microsoft.com/en-us/previous-versions/windows/it-pro/windows-server-2012-R2-and-2012/hh831675(v=ws.11) For this reason, I would go with Intune

or maybe I am wrong and yo can tell the end users to run the install package from a network drive. I can't see walking around with a USB drive.

minimum amount of administrative effort is the key here. CMAK creates, Intune would send it to the machines. So D is correct. Who is going around to 100 laptops and loading a file on each one?

The technical requirements say, "Provide employees with a configuration file to configure their VPN connection." Will Intune provide a configuration file? The correct answer may be C, Connection Manager Administration Kit (CMAK). According to Microsoft, "Running the CMAK wizard produces a connection profile that is stored in an executable file.
