Isn't dedicated hardware provided to you in private cloud in case you hire a cloud provider to implement your private cloud? Reserved Instances also I think provide dedicated hardware, don't they? Please correct me if I am wrong.
There is something called Azure Dedicated Host, but it's a very specific service. This is more a general question and in sense in Public Cloud you do not have dedicated HW.
