Requirement: Ensure that if an email message has a spam confidence level (SCL) of 3 or higher, the message automatically moves to the Junk Email folder. Solution: Set-OrganizationConfig -SetJunkThreshold "You use the SCLJunkThreshold parameter Set-OrganizationConfig cmdlet to set the SCL Junk Email folder threshold value for all mailboxes in the organization. This is the only SCL threshold that you can configure at the organization level. The SCL value is typically assigned to messages by the Content Filter agent."

I concur, given answer is incorrect. The RejectThreshold will drop the message, not deliver to junk.

This question is broken by the number 3 at the end. SCLJunkThreshold set to 3 will act on SCL values greater than 3. So from 4 onwards. "Messages with an SCL GREATER than the value that you specify for the SCLJunkThreshold" So either technical requirements should say SCL higher than 2 or the answer should have number 4 at the end.

Set-ContentFilterConfig will only change setting for one exchange server where it is ran. We have to use Organization settings cmdlet.
