There is a "Feature State" column available on the Feature Management workspace which shows "Preview" if the feature is not general availability. This means that the correct answer is A - Yes.

There is a feature management in LCS which states this "This Preview feature management setting lets users enable or disable public or private previews." and has a button for enable/disable. There is also a feature management in D365FO which has option to enable preview features. However, if you go to the terms of these preview, you would notice that it made several references to the fact that the feature is "licensed to you". This means that it is not a public preview because public preview, and the question says that the public preview does not require additional license. So the answer is B.

The correct answer is A, if your environment include LCS you will then enable it in LCS, if not the way to do it is in feature management.

Preview feature management within Lifecycle Services (LCS) explains that Public previews are enabled by default.
