MDM only enrollment lets users enroll an existing Workgroup, Active Directory, or Azure Active directory joined PC into Intune. Users enroll from Settings on the existing Windows PC.

Workgroup is a non domain AAD/AD device and needs to be joined to the workplace first. As ercluff mentioned, you need to: Use built in Windows Setting menu (Accounts > Access Work or School > Enroll Only in Device Management.

I m so confused by " is in a workgroup." Can anyone explain?

A workgroup is an ancient way of sharing access to files and printers between different computers (no mobile devices :-). Workgroups have certain severe limitations (e.g. no centralized user identity management) and in business settings it isn't used (much) anymore. A domain (AD) or a cloud tenant (Azure AD) is a better way to achieve the same results (and much more).

This one poses the same question as questions 9,10, and 11 of this same question set 4, with a different proposed solution. Just the same, the answer is no. Using an answer from question #9: "Use built in Windows Setting menu (Accounts > Access Work or School > Enroll Only in Device Management.
