Only Office 365 ProPlus can be bought with subscription, other version of office, including the 2016 version can be bought only by license, so the answer is B.

Office Home and Business 2016 are volume licensing based and are not subscription based. In software licensing, a volume licensing is the practice of selling a license authorizing one computer program to be used on a large number of computers or by a large number of users.
