Correct answer is B. Answer would be A if it was about enabling "Enterprise State Roaming" which is an Azure AD feature. "Roaming user profiles" requires onprem AD

Roaming Profiles is a feature in an on-premise AD-DS environment. Enterprise State Roaming is the similar solution targeted at AAD-based environments.

Would it not be A, because https://docs.microsoft.com/en-us/azure/active-directory/devices/enterprise-state-roaming-windows-settings-reference speaks of AAD and https://docs.microsoft.com/en-us/azure/active-directory-domain-services/compare-identity-solutions lists 'roaming of user settings across devices'?

Roaming profile needs machines to be joined to ADDS, in this case machines are just joined to Azure AD so it's B

Not so. Have a look into the properties of a local user on a workgroup computer. There is a "profile" tab where you can type the profile path. Any shared folder, even on a NAS is ok. Concerning this question, there is no local user account to make the setting since the accounts are in AZAD. So, no.

I lean toward B. Roaming profiles do not retain desktop background, favorites or browsing history.

Is B, no local share to save the profiles too (and even if you do, not easy to set permissions for Azure AD users on it)

Should be A, source listed states "Roaming User Profiles redirects user profiles to a file share so that users receive the same operating system and application settings on multiple computers." OS and application settings would include the objectives stated.

I'm leaning towards B, there is no suggestion that there's a local server to store the roaming profiles in.
