I don't get this one. Scope ALL is the highest form of delegation and this is the lowest. Why would it work here and not for scope ALL?

Assigning the user the "Module" scope in User Options typically controls the user's access to specific functional areas or modules within Dynamics 365 Finance. However, it does not inherently grant the user the ability to take over your approval role for purchases exceeding a quarter million dollars. I think it is no.

Why would this be correct and All or Module not? All – Delegate all work items that are assigned to you. Module – Delegate only the work items that are related to a specific type of workflow. If you select this option, you must select the type of workflow in the Name field. Workflow – Delegate only the work items that are related to a specific workflow.
