There's someone wrong with this question. Obviously more that one currently has access to the DLP reports.
I believe this should be a "Select three" type of question.
Guys, it clearly says "Which user can currently view the DLP reports?".
User is without an "s", so stop saying all admins or giving several options. You'll be confusing everyone who sees your comments.
DLP Compliance Management role: View and edit settings and reports for data loss prevention (DLP) policies.
View-Only DLP Compliance Management role: View the settings and reports for data loss prevention (DLP) policies.
DLP Compliance Management or View-Only DLP Compliance Management:
- Compliance Administrator
- Compliance Data Administrator
- Security Administrator
- Security Operator
- Security Reader
- Global Reader
- Organization Management
So, all admin users
Not all admins.
To view DLP reports in the Security & Compliance Center, you have to be assigned the:
Security Reader role in the Exchange admin center. By default, this role is assigned to the Organization Management and Security Reader role groups in the Exchange admin center.
View-Only DLP Compliance Management role in the Security & Compliance Center. By default, this role is assigned to the Compliance Administrator, Organization Management, Security Administrator, and Security Reader role groups in the Security & Compliance Center.
View-Only Recipients role in the Exchange admin center. By default, this role is assigned to the Compliance Management, Organization Management, and View-Only Organization Management role groups in the Exchange admin center.
“Currently evaluating” means yet to be implemented therefore no changes made.

Correct answer should be Admin 2, 3 & 5.
From the link I think only Security Administrator and Compliance Administrator, right ?
