The key word is ADVANCED when talking about troubleshooting tools. Those tools are only available to the Teams Communications Support Engineer vs the Specialist.

Teams Communications Support Engineer || Troubleshoot communications issues within Teams by using advanced tools. 1. View user profile page and troubleshoot user call quality problems using advanced troubleshooting toolset. 2. Access, monitor, and troubleshoot tenant's call quality and reliability using data exposed in Call Quality Dashboard (CQD) down to the users who are impacted by poor call quality.

Here, it is also same as specialist but main thing that changes to engineer is 'access to advance troubleshooting toolset' it can be anyone from top till engineer and observe the point 'the solution must minimize the assigned permissions'. So it is engineer only.
