Suggested Answer:
Box 1: 3 -
A Retention Policy Tag (RPT) is a type of retention tag that you can apply to default folders in a mailbox, such as Inbox and Deleted Items.
We need three retention policy tags, one for Junk, one for Deleted Items and one for Sent items.

Box 2: 3 -
You can only add one RPT for a particular default folder to a Retention Policy. For example, if a retention policy has an Inbox tag, you can't add another RPT of type Inbox to that retention policy. Therefore, we need three retention policies, each containing one RPT.

Retention Policy should be 1. You can still add different RPTs for different default folders within the same Retention Policy. Furthermore, "To apply one or more retention tags to a mailbox, you must add them to a retention policy and then apply the policy to mailboxes. A mailbox can't have more than one retention policy." https://docs.microsoft.com/en-us/exchange/security-and-compliance/messaging-records-management/retention-tags-and-policies#retention-policies

Agreed, You can't add multiple retention tags of the one default folder to the policy but you can add multiple tags (one tag for each default folder) to the same policy.

I believe answer is right "3 and 3": A retention policy can contain the following tags: One DPT with the Move item to archive action. One DPT with the Delete and allow recovery or Permanently delete actions. One DPT for voice mail messages with the Delete and allow recovery or Permanently delete actions. One RPT per default folder such as Inbox to delete items. Any number of personal tags. I cancel my comment. We can assign only one policy to the user . So I would say: 3 retention tags and 1 retention policy.
