Correct. 1. Add the source domain controller to the group "Cloneable Domain Controllers". 2. Get-ADDCCloneingExcludedApplicationList. 3. New-ADDCCloneConfigFile [-CloneComputerName <String>] [-IPv4DNSResolver <String[]>] [-Path <String>] [-SiteName <String>] 4. Export the source virtual domain controller.

Step4. point 1 in Dan's article mentions like in this solution to first shut down the VM, before proceeding to export. That would be a step between your 3 and 4. Anyways the given solution is definitely correct after comparing step by step to the microsoft guide

per this article it states to create the DCCloneConfig.xml first, then which will verify PDC is available and running, verify source DC is a member of Clonable Domain Controllers Group, then check if any application or services are detect which is not supported (like DHCP). Then afterwards you create a ADDCloningExcludeApplicationList to identify if you have any unsupported application or services to clone. The order of these two steps seem redundant
