You can always access your own sign-ins history using this link: https://mysignins.microsoft.com To access the sign-ins log, you need to be: A global administrator A user in one of the following roles: Security administrator Security reader Global reader Report reader https://docs.microsoft.com/en-us/azure/active-directory/reports-monitoring/concept-sign-ins

Don't lie, you havent tested anything, because if you did, you would know that every single one of those roles can view sign ins for the other roles

Yes those users can but User2 is User admin, not one of these specific roles
