I think the answer is correct because in the case it says "there is an overstock special at a 15 percent discount off the regular price", the discount is applied only in the regular price.
true, but the question clearly states that this is not the case
"...there is an overstock special at a 15 percent discount off the regular price."
Hence 17 USD is the correct price it will show as it 15% discount from 20 USD is more than the 10% you get from the group
