On the same page you can see this. https://docs.microsoft.com/en-us/azure/virtual-wan/virtual-wan-expressroute-portal Type - Select Standard. You can't create an ExpressRoute gateway using the Basic SKU

when you create a virtual WAN you need to select standard otherwise you can only use site-to-site if you choose basic. Type: Basic or Standard. Select Standard. If you select Basic, understand that Basic virtual WANs can only contain Basic hubs. Basic hubs can only be used for site-to-site connections.

Both are in same geopolitical location so no need to upgrade ER to premium. Moving Virtual WAN to standard would enable ER connectivity. Answer is A

Answer should be A: Basic azure virtual wan dosent support express route, only site-2-site vpn. you have to upgrade to standard B. Create a gateway on Hub1 You can create gateway while creating Hub. As question doesn't say if Hub has gateway, this option is not 100% correct C. Create a hub virtual network in US East. Obviously it's wrong D. Enable the ExpressRoute premium add-on. Firstly question doesn't say Express route is standard or premium. Also the ExpressRoute location does not need to match the Azure region. ExpressRoute Standard or Premium circuits that are in ExpressRoute Global Reach-supported locations can connect to a Virtual WAN ExpressRoute gateway and enjoy all Virtual WAN transit capabilities (VPN-to-VPN, VPN, and ExpressRoute transit)

Answer is A US East and US West are in the same geopolitical region so there is no need for enabling ExpressRoute premium add-on https://docs.microsoft.com/en-us/azure/virtual-wan/virtual-wan-about#basicstandard

A is correct - The current config of virtual WAN is only Basic as given, so it can connect to only site to site VPN, to connect to express route it needs to be upgraded from basic to standard. https://docs.microsoft.com/en-us/azure/virtual-wan/virtual-wan-about

B- Create a gateway on Hub1. The question is to create an ExpressRoute association with VirtualWAN. There is already an ExpressRoute circuit, that means it might me Standard on premium, so the next step is to create a gateway on the hub. https://docs.microsoft.com/en-us/azure/virtual-wan/virtual-wan-expressroute-portal
