Not correct. For me answer is C. I have many vm on azure and we desallocate vm for reduce the cost.

Option C, deallocating virtual machines when not in use, is a valid cost-saving solution, but it does not provide the additional benefits of Azure DevTest Labs, such as policy-based management, self-service deployment, and easy sharing of environments.

By using Azure DevTest labs you can do the same functionality as mentioned by option C i,e deallocation of resources when not in use. https://docs.microsoft.com/en-us/azure/devtest-labs/devtest-lab-overview
