looks like microsoft updated this article https://docs.microsoft.com/en-us/deployoffice/upgrade-from-msi-version It now says: If you’re installing Microsoft 365 Apps from a location on your local network, such as a shared folder, make sure you’ve downloaded all the possible language files to that folder. If any of the languages needed to install aren't available in that folder, the installation will continue but without those languages being installed. To avoid this situation, we recommend that you include AllowCdnFallback="True" in your configuration.xml file. This will use the Office Content Delivery Network (CDN) on the internet as a backup source from which to install the language files.

Yes, correct. The same source also gives the answer for Box 1: "RemoveMSI doesn’t uninstall prior versions of Office, including Visio and Project, that use Click-to-Run as the installation technology. You can uninstall those versions of Office through Control Panel or by running the Office Deployment Tool and using the Remove element in your configuration.xml file."

https://docs.microsoft.com/en-us/deployoffice/configuration-options-for-the-office-2016-deployment-tool All attribute (part of Remove element) If set to TRUE, all Microsoft 365 Apps products and languages will be removed, including Project and Visio. No information that "msi isn't deleted as an exception". I think All version of Visio are deleted including msi.

But I have some doubts, look here: https://learn.microsoft.com/en-us/deployoffice/office-deployment-tool-configuration-options#all-attribute-part-of-remove-element, i think with remove all, only c2r version will be uninstalled, with RemoveMsi only msi version, no?

I set this up in my home lab. If you set two languages and one isn't available from the source, AND the FallbackCDN is set to FALSE, the installation will not work. It will fail with an error code (which I don't have anymore) and you'll have to either set the FallbackCDN to TRUE or have an installation source that has both languages. So, the answers are: A: C2R of Visio, and B: Not install

The japanese language pack wont be installed because of <AllowCdnFallback="False"> - this line makes it so ODT cant goto the Content Delivery Network is anything is missing https://docs.microsoft.com/en-us/deployoffice/office-deployment-tool-configuration-options#allowcdnfallback-attribute-part-of-add-element
