C and D are out for sure https://docs.microsoft.com/en-us/azure/azure-sql/database/reserved-capacity-overview#limitation You cannot reserve DTU-based (basic, standard, or premium) databases in SQL Database. Reserved capacity pricing is only supported for features and products that are in General Availability state. Answer is A

For Azure SQL Database, Azure Hybrid Benefit is only available when using the provisioned compute tier of the vCore-based purchasing model. Azure Hybrid Benefit doesn't apply to DTU-based purchasing models or the serverless compute tier. https://docs.microsoft.com/en-us/azure/azure-sql/azure-hybrid-benefit?tabs=azure-portal
