I think A is the answer You can install these antispam agents on a Mailbox server by using an Exchange Management Shell script, which is important if these agents are your only defense to help prevent spam. Step 1: Run the Install-AntispamAgents.ps1 PowerShell script Run the following command in the Exchange Management Shell on the Mailbox server: & $env:ExchangeInstallPath\Scripts\Install-AntiSpamAgents.ps1 https://docs.microsoft.com/en-us/exchange/antispam-and-antimalware/antispam-protection/antispam-on-mailbox-servers?view=exchserver-2019

Install-AntispamAgents.ps1 is for inbound spam only. This is talking about outbound spam.

There are other steps involved after running the script. Step 2: Restart the Microsoft Exchange Transport service Step 3: Specify the internal SMTP servers in your organization so, after applying the script, it will meet the goal just yet.

Correct, The Connection Filtering agent and the Attachment Filtering agent aren't available on Mailbox servers. They're only available on Edge Transport servers, and they're installed and enabled there by default.

IMO, the onprem AS agents in mailbox server should filter the spam emails based on the AS definition.
