The correct answer is C. With reports reader access they can access the information they need and nothing more, which follows the security rule of least priviledge.

There’s something missing here. According to MS “ You must be either a global admin, ***global reader and reports reader***, or Teams service admin to view the reports in Teams admin center” There is an “and” requiring both roles, and yet “C” is the closest answer …..

What kind or usage report do they mean? As an Global Admin you can assign the role "Global Reader" to a user. This user does not have acces to the Usage Report in the Teams Admin Center (TAC), only to the dashboard for Teams, available in M365 Admin Center Usage / Microsoft Teams / Teams usage. However, this report only information at a higher level than the Report in Teams admin Center. From link below: "How to access the reports: Global Reader (only tenant-level aggregate and no per-user or team data)" https://learn.microsoft.com/en-us/microsoftteams/teams-analytics-and-reports/teams-reporting-reference However, only C fits best but this is not a usage report as shown in TAC.

They only need to be able to read the reports and that ends up being the least usage rights of them all. Even though A would also be a correct method, A has more privileges than C.

Just verified this in my test tenant. After assigning the manager the report reader role he will be able to see Teams usage report in the 365 admin center. Answer is C.

That's a tricky one, but answer "A" seems to be more correct. The buzzwords "least privilege" and "Teams Usage Reports" (which can only be found in Teams Admin Center) are pointing to the "Teams Communications Administrator" role. C is correct because of "least privilege". As Reports Reader role will achieve the requirements, but A will achieve the requirements and give more privileges to manager and actually no need, he is not an administrator to give him administrator role. So, the Reports Reader role is enough.
