In https://learn.microsoft.com/en-us/entra/id-governance/privileged-identity-management/pim-configure#terminology - eligible: A role assignment that requires a user to perform one or more actions to use the role - active: The role assignment should be effective immediately. As required by the question "The user role must be assigned immediately." For active role it can restrict the valid period which matches the need "...for only one month".
