Correct! The recommended way of resolving this problem is by outsourcing the workload to an Azure Function and calling this from the plug-in. (That is from one of the questions in the practice test)

you need to refactor the plug-in logic in the azure function app meaning you need to improve the code/logic. so it should be step#2 then you publish it. so the correct order is: Create an Azure Function app Refactor the plugin-in logic in the app Publish the app Register a webhook for the app in the Plugin-in Registration tool Register a step in the webhook
