All new teams must include the Wiki app and the Planner app. - Team Templates. App setup policies do not apply to teams, only to users.

Another reason why Setup Policy is wrong: just read the description: "Choose which apps and messaging extensions you want installed in your users' personal Teams environment,"...but the question is talking about TEAMS !!

App setup policy is not correct. Also we need to choose a teams template while creating teams to have particular apps. If someone create team from scratch then we will not see pinned apps. What should be the correct answer in this case?

First one has to be Teams Policies. Teams app setup policies pin apps to the left side of the client, not a prebuilt "Template" like approach to Team creation
