Single item recovery is disabled. So only admin can recover it from backup.

If a user "Hard deletes" a message then they definitely won't be able to recover it, because it will be gone from the Recover Deleted Items folder and thus inaccessible to them. That's when the SingleItemRecoveryEnabled option comes into play, but in this case it's "false" so its turned off (the default in Exchange server https://docs.microsoft.com/en-us/exchange/enable-or-disable-single-item-recovery-exchange-2013-help#:~:text=In%20Exchange%20Server%2C%20single%20item%20recovery%20is%20disabled%20when%20a%20mailbox%20is%20created ). So if that is the case then only an administrator can recover the hard deleted message from a backup.
