Answer is correct. Exchange administrator or Global administrator for configuring forwarding Global, License, or User admin to assign licenses Organization Management or Security Administrator role groups for modifying anti-spam policies. Admin 5 needs Global Administrator permission to assign license, configure email forwarding and mailbox permission Admin 6 needs Exchange Administrator permission for modifying anti-spam policies

For me is given answer correct. https://docs.microsoft.com/en-us/microsoft-365/admin/email/configure-email-forwarding?view=o365-worldwide You must be an Exchange administrator or Global administrator in Microsoft 365 to do these steps.

It's counter intuitive, but I agree - I have just tested it and the answer is correct, even if it's not truly following principle of least privilege. Since there's only 3 options on the board, and Admin5 needs to be able to manage licenses (req: User Management) and mail forwardng (req: Exchange Management), they will need Global Admin for both. Mailbox permissions and anti-spam can be done with Exchange Management, so that should be fine for Admin6.
