I would not count predictable Microsoft costs since that's even more predictable when you talk about On-Premise infra. Cloud always talk about pay-for-use and cost fluctuates as per use. Defeats the purpose if cost remains predictable without factoring usage

The price of MS365 bases on month, user. So it`s prices are predictable.
