Here is nice explanation: https://windowsreport.com/disable-export-data-power-bi/ We can remove export option on report level or tenant level. In this case, user1 is in security group and in tenant level we can disable export for this security group only and for the rest of users it will still be available. So it seems A is correct answer.

Yes if you are an Admin. No if you are not an Admin role, you don't even get to tenant setting page...

I believe for the answer to be true it should be: "From the Power BI Admin portal, you modify the Users tab". And even doing so you'll need to go the admin center for that tenant.

I agree, this is a tricky one because we can go to Tenant settings to disable users from exporting but it would be a specific group not a specific user. This question focuses on a specific user from a security group.

Why the answer is NO instead of YES?... because looking at Admin Portal\Tenant settings\Export and sharing settings\Export data - there it states: "Users in the organization can export data from a tile or visualization. This also controls the Analyze in Excel and Power BI Service Live Connect features.". So, if this is disabled, how else an user could export data?

I agree. I mean, you will disable it for everyone, but I'm not even sure you can disable/enable this feature for only specific users. Even if you configure it in the desktop app, that's still applied to the report, so it's disabled for everyone. I have no idea about this question.
