I think the answer is maybe A and C. The words "users" means "users in the IT depertment". How do you think?

The question would have been phrased better if it said "instruct users in the IT department" instead of just "users"

Hmm I would categorize 'preview' users as users who are 'targeted'. So these users get the software first as a 'preview'. Therefore C -> set users to targeted and then they must update office to receive this new baseline. B. Also the answer CandA is a bit weird, why put the users in targeted (c) and then in Insider (a) release track?

It seems like an "overkill" for me too. First you target the users, then ask them to become an insider as well? What's the use of targeting them in the first place? I would go for C and B too.
