Nowadays only change of settings of User1 is required in Teams Admin Center. Configure within menu "Voice" that a call is immediately is being forward to User 2. While specifying the "Call forward type" to "Forward to a person", you can choose "Group call pickup" as well. However, a Group call pickup is ot required.

Why wouldn't you just set the voice call settings for user1 to forward to user2? Why create a group?

A we are perfectly agree, we need to be sure that User2 is memeber of the group of User1. But for the rest I don't know Because, Yes you can modify User1 ... But in anycase, he is not available so Routing we don't car, it's not gonna call User1. End he comes back after 2 weeks ... So I don't really see the gain there?
