This is a difficult one because we ought to know how granular MS expects "manager access" to CQD should be. I think given answer B should be correct, because B can also "View EUII fields" which C cannot.
Incorrect. EUII fields can be viewed by engineer and NOT specialist. I agree though it's undetermined how granular the manager access is required. Since it's not specifically mentioned about EUII fields I will go with least privilege of specialist
