Now under Manage apps --> Org-wide --> Toggle Third party apps on or off

I'm guessing this is a legacy question or trick question, Teams | Teams Apps | Manage App, and then Org-Wide App settings in the upper left, or Teams | Teams Apps | Permission Policies, Global
