Correct SRTP packages wont be sent before SIP options has been received. Microsoft has no opinion whether you self-deploy or use a partner-hosted (carriers) and eventhough the partner may have made a configuration error it would seem less likely compared to doing it yourself since they configure Teams Direct Routing on a regular basis. The link provided clearly states that option C and D is the correct choice.
