Answer is correct - No reference to Skype For Business in the question. Had the same scenario at work, we needed Exchange Online licence. Hybrid Configuration Wizard Exchange Web Services Exchange Online Licence

Last one is wrong, should be Skype for Business licence (Teams) as per https://docs.microsoft.com/en-us/microsoftteams/exchange-teams-interact : If mailboxes are hosted on-premises, to create and view meetings, the following requirements must be met: The required Teams license needs to be assigned for the Azure Active Directory synced user.

if you look into question it says: A company uses Microsoft Teams licenses and mailboxes that are hosted on-premises. Employees do not have access to Teams calendars. So the users are already using Teams and everything works expect of access to the calendars, and for this access they need additionally exchange online licenses.
