The point is: User1 didn't turn on File History. It's on only for User2. Although User 1 can see the file on drive D, he can't restore it using a feature that he didn't turn on.

File History is a per user, optional component. Each user must enable File History to maintain a backup of all the files in their libraries. You can include/exclude any folder by adding/removing the folder from your personal libraries.

File History is a per user, optional component. Each user must enable File History to maintain a backup of all the files in their libraries. You can include/exclude any folder by adding/removing the folder from your personal libraries. source= https://social.technet.microsoft.com/Forums/windows/en-US/1a6fba18-550f-4f5c-b015-5ddb0a63fba2/is-file-history-set-per-machine-or-per-user?forum=w8itprogeneral So User1 needs to enable File History to restore files, as long as User1 does not enable File History no files can be restored as it is "per user bases". Only User2 can restore files.

I'd say N, N, Y..file history is ran every 20min and was started at 10am, so 1020am would be the next back from which he could restore the file.

I disagree, the first restore point is created at 10:05, so the second one would be at 10:25.
