To provide workers with a self-service option for viewing personal and skills information, the best choice is Azure Cognitive Services.
To enable workers to sign into a portal using their own email address and ensure secure authentication, you can use Azure AD B2C. Azure AD B2C allows external users to sign in with their email addresses and supports various secure authentication methods, including multi-factor authentication (MFA).
The first one - I'm not sure how any of those can help. I do not think it is ACS or PA, Q&AM will be gone. anyway.... For the second, B2C. These temporary workers should be using their personal authentications and not their placement companies authentication. Third is Field Service.
1) sounds like a power pages scenario, users log in , query and update. but maybe it is Azure Cognitive Services because they want to create a chatbot (it is not very obvious...)
2) B2B because of guest saves licenses: workers are sort of contractors, no full license needed

1. ACS (and I dont know when this was updated if it was before / after QnA Maker was deprecated) but Power Automate Flow will not do anything. What is the UI they are using to ask their questions / request the information that the PA would find and then display it where???
2. B2C : temp workers, I guess technically if you invited them all as guests it would then be b2b but doesn't seem right to me

The QnA Maker service is being retired on the 31st of March, 2025. A newer version of the question and answering capability is now available as part of Azure Cognitive Service for Language.

B2B (all other requirements need workers to become part of the tenant (e.g. teams); B2C does not provide this)
