1. From the Group Policy Management Console, go to Computer Configuration > Administrative Templates > Windows Components > Data Collection and
Preview Builds.
2. Double-click Allow Telemetry.
3. In the Options box, select Full, and then click OK.
Box 2: Limit Enhanced diagnostic data..
Microsoft recommends that you enable the Optional (limited) diagnostic data level with Desktop Analytics to maximize the benefits you get from it.
The Optional (Limited) setting in Configuration Manager is the same setting as Limit Enhanced diagnostic data to the minimum required by Windows Analytics policy available on devices running Windows 10, version 1709 and later.

Commercial ID is usually for update compliance in Log Analytics.

Answers are correct. The path is: GPO > Computer Configuration > Administrative Templates > Windows Components > Data Collection and Preview Builds. When you click the Limit Enhanced... you will see what camino commented above. I just want to mention that on Windows 11 the "Allow Telemetry" police changed name to "Allow Diagnostic Data" and you have to set to "Send optional diagnostic data".
