Conditional Access - Cloud apps or actions: Azure DevOps App - Conditions --> Locations: Exclude office IPs - Action: Block If someone is trying to access this particular App outside the Office, the access is blocked.

This is wrong, conditional access only dictates access to an app, but does not protect the sharing of App DATA such as coping code - that is Windows Information Protection. See below link. https://docs.microsoft.com/en-us/windows/security/information-protection/windows-information-protection/protect-enterprise-data-using-wip key quotes are "For example, if WIP management is set to Block, your employees can copy and paste from one protected app to another protected app, but not to personal apps." "WIP lets you block, allow overrides, or audit employees' data sharing actions. Hiding overrides stops the action immediately. Allowing overrides lets the employee know there's a risk, but lets him or her continue to share the data while recording and auditing the action. " Therefore, since the question is asking to prevent the sharing of proprietary code. We're not restricting who has ACCESS to that data, but restricting how someone with access can SHARE that data. Conditional access is fine. WIP is applied after the user already made the connection for blocking information sharing. The question is to not even make the connection - so Conditional access
