I think you need to create the import job first because without it you dont get the URL where you can upload the pst files with AZCopy...

I believe the questions are not accurate. The first step should be "Download PST import tools and key to Azure storage location and then of course to install azcopy and follow the process as proposed in the answer. https://docs.microsoft.com/en-us/microsoft-365/compliance/importing-pst-files-to-office-365?view=o365-worldwide
