No it doesn't. It can however be part of a solution where you later on make incremental imports/exports and that could lower the load. But marking change tracking alone does not fix the problem.

'Change tracking enables incremental export of data from finance and operations apps by using Data management. In an incremental export, only records that have changed are exported.
