Answer is correct. 1. create dataset 2. create report using the dataset and save it. 3. Publish as app. So you severals manager could see the report. No any talks about security or creation of dashboard don't make sense

1. create “App workspace” in power BI service(.com); 2. add member to collaborate in “App workspace” such as admin/member/contributor/viewer; 3. “+New” to add dataset into power BI service (Raw status); 4. Create report based on underlying dataset imported/connected; 5. Pin to dashboard as needed; 6. Share to others by clicking “Share icon” to send a Link and configure setting restriction(editable or not); 7. Or share to large audiences by “Publish” to an App;

But they don't say anything about the managers wether they have an PowerBI account or not, so if you publish the app workspace you ensure that they can view the report. If you just have a dashboard and they don't have a power bi account they cannot view it

It is interesting, why do you assume that you have power BI but your boss doesn't have? It already told you "You need to provide a detailed sales report to several managers", if they do not have, what is the meaning of this? I don't agree with the answer. Instead of publishing workspace which doesn't make sense, I would create dashboard. You publish report or app. Workspace can be only created.

It says "From the Power BI service, you create an app workspace named SalesWorkspace", there is no need to create a workspace. And the answer says: "Publish the app workspace", not "Publish the workspace". So I think the answer is right.
