NSG is a requirement for JIT, So A makes more sense. VM2, VM3, and VM4 all have NSGs.

VM1 is in VNET1 subnet 1 which has peering to vnet2 and 3 and all other vnets peer to each other. so vm 1 should be able to use NSG through the peering. but to this conclusion all machines should then be supported?

OK, Forget that, looking at the decision tree https://docs.microsoft.com/en-us/azure/defender-for-cloud/just-in-time-access-overview no NSG or Firewall. VM NOT APPLICABLE FOR JIT ACCESS
