Isn't every user able to install apps? I think the answer is all users. If the question had asked who could assign apps, I believe the answer would be A.

When admins add apps to the private store, all people in the organization can view and download the apps. Only online-licensed apps can be distributed from your private store. Seems like all users can install.

E. Can't all users within the org install published apps ordinarily ? The question doesn't state anything about adding apps, just installing them.

Yes, however the "Basic Purchaser" setting is Off for everyone except specified users (only User1 and User2 in this scenario). This section of the article linked specifies "the shopping experience is not available", meaning users will not have the option to purchase (or download) apps from the Microsoft Store for Education. https://learn.microsoft.com/en-us/microsoft-store/acquire-apps-microsoft-store-for-business#allow-users-to-shop

Not sure about User 5 -- they have no AAD role so wouldn't have access to the private store.

That is about admin roles. You don't need those to use the MS Store for Business.

A. Only User 1 & 2 have access to MS Store for Business Private Store & can install any apps purchased. Others can install the assigned apps only from MS Store Private Store.

The question makes no mention of the purchasing of apps, only which users can install apps. So if we assume there are apps already purchased and available to install, then I would go with E: All users, as per https://docs.microsoft.com/en-us/microsoft-store/distribute-apps-to-your-employees-microsoft-store-for-business

Part of this is the documentation needs to be updated to reflect that the "Allow users to shop" and "Make everyone a basic purchaser" are settings available in the Microsoft Store for Business as well. Since make everyone a basic purchaser is set to Off, the only apps that users could install are those directly assigned to them by a purchaser/basic purchase. Give this information, User 1 and User 2 are the only ones who can install apps with the current configuration.

Correction, after testing in the lab against multiple users/roles, all users can install apps from the business store if any have been purchased/published.
