Question has 2 parts, 1st one is regarding workflow to streamline the feedback and can achieved with Workflows. 2nd one is about customer history of of vendor direct delivery performance must be documented to assure.... Second one can only be achieved if there is an system of record recording these issues & resolution and this is where Case Management will support. So the logical answer would be D - Case Management and Workflow

Case management is not an option because the resolution is offline and it is at the discretion of the regional managers.
