Answer is correct. This is a better source: https://docs.microsoft.com/en-us/microsoft-365/compliance/get-started-with-retention?view=o365-worldwide "To grant permissions for this limited administration, we recommend that you add users to the Compliance Administrator admin role group. Alternatively to using this default role, you can create a new role group and add the Retention Management role to this group. For a read-only role, use View-Only Retention Management. For instructions to add users to the default roles or create your own role groups, see Permissions " So, since Retention Manager has less permissions than Compliance Manager, and is included in the "Records Management" role in the compliance center, B is correct.

well, the given answer here is RECORD management, not RETENTION management. if it was a typo then the answer B was right. otherwise A: Compliance admin :)

updated. just tested in my tenant. Yes, the answer is correct. giving the user Record Management role in Compliance center allow the user to create retention labels
