"Customers who buy a large quantity of tickets to a show must always get a quote first." Is it possible to do this using a product catalogue?

Correct answer even the question is bad worded. The only way to "configure the system" is via the product catalogue The product catalog is a collection of products and their pricing information. To set up pricing, you need to define the units in which your products are sold, the amount to charge for each unit, and the discounts you want to offer based on volume purchased.

I would have thought the correct answer here was to create a discount list ... But since that's not an option Product Catalog I supposse.

Why not creating an opportunity and use the Get Product function on a quote?

You will NOT configure the system by just creating an opportunity
