Not sure what you tested. I tested aswell and got the results like suggested. The translation is added before the number so the 8 is kept in the second example.

If you actually test this in TAC, it does carry the 8 over. So presumably for the exam you would have to include the answer with the 133085551212

Tested, both answers are +13305551212. It can also match the 8, however the variable $1 is assigned to the 7 digits in the parenthesis (5551212)

The regular expression ? means "Match 0 or 1 of the perceding set or character" the expression is ^8? --> means with 8 or without 8. so it will be +1330555xxx OR +13308555xxx.
