Only global admins can create an organization-wide team by using the Teams client.

Not true, just tested. I am Teams Admin but not Global Admin. I can create an org wide team from Teams Client. Desktop App

Only global admins can create an organization-wide team by using the Teams client. If your organization limits creating teams to using PowerShell, the recommended workaround is to add your global admins to the security group of users who can create a team.

In the documentation it is written that only Global admin can create Org-wide team but when I tried with a nuw account having only team admin role i can able to create org-wide team from that account.

Interesting observation that if you are a edu customer, the org wide option from Teams client is missing. The only options are Class, Staff, PLC (prof learning community) and Other.
