"A" seems to be the correct anwser here, since select "Scope = ALL" will delegate ALL work items assigned to you (including work items that are NOT related to purchase approvals should you have them). https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/fin-ops/organization-administration/tasks/delegate-work-items-workflow

All, module, and workflow are correct. Module and workflow require the specific workflow to be selected.

Scope=ALL will grant the access to that specific user, but it also requires that the delegated user has the correct security role. I think some questions are tricky because you don't know what assumptions you should make.

I'm reading over the comments. I voted "A" but those saying "B" are saying it for different reasons: 1) B is correct because you don't "assign," you "delegate." (This is true.) 2) There is one more action that needs to be performed: select scope, select user, and then enable. The question does not explicitly state that the delegation is enabled. B is correct. I voted "A" but there are definitely readings of the question in which you can infer "B." It all depends on exactly how pedantic Microsoft is.
