The issue here is this is SUCH a badly worded question and the answers aren't any better, but per MSFT documentation and assuming warehouses are already setup it would be as follows: 1. Wave template 2. Select WHS 3. WHS Parameters 4. Production control parameters > Release to WHS

it says "set up" a warehouse.. you have to do that before you create a wave template..

It does make sense to create a warehouse and locations before entering warehouse parameters. Wave templates and production line release have no relation with the warehouse parameters and could be set any time. But correct me if |I'm wrong.
